Business plan

Business Plan of SVS Inc. for the period from 2016 to 2020 (hereinafter referred to as "BP" or "BP 2020") with effect from January 1, 2016 follows the business plan valid until the end of 2015. The business plan was prepared and will be implemented according to the following scheme:

Business Plan of SVS Inc. (hereinafter also referred to as the "SVS" or "company") is the basic conceptual and strategic planning tool of the company, which is compiled for a five-year period and provides a framework for tactical and operational management of the company. In terms of the SVS management system, the Business Plan is a long-term strategic framework plan. The Business Plan is a document describing the development of the SVS company in the key areas. It includes strategic goals, target values ​​for key indicators, a description of the strategy to achieve the goals, a financial plan, and a risk and opportunity assessment.

The Business Plan is based on the most up-to-date knowledge and prerequisites and contains goals and a way to fulfill them. The implementation of the business plan is detailed in the medium (tactical) and annual (operational) horizons. The realization of the Business Plan is evaluated with annual periodicity in order to take measures for its fulfillment.

By analyzing the external and internal environment, these basic areas were identified and they creating a framework for the concept of SVS business activity in 2016-2020:

EU and CR legislation, follow-up national and regional concepts

As in the years 2011-2015, activities in the field of drinking and waste water are defined by EU rules (in Particular Directive 2000/60/EC of the European Parliament and of the Council Establishing a Framework for Community action in the field of water policy, Council Directive 98/83/EC on the Quality of Water Intended for Human Consumption, Council Directive 91/271/EEC on Urban Waste Water Treatment), introduced into the Czech legal system by a set of sub-regulations (in Particular Water Act No. 254/2001 Coll., Act No. 274/2001 Coll., on Water Supply and Sewerage and its Implementing Decree No. 428/2001 Coll., Act No. 258/2000 Coll., on Public Health Protection, Government Decree No. 401/2015 Coll., on Indicators and Values of Permissible Pollution of Surface Waters and Waste water).

The generally binding regulations lay down the conditions for the activities of the SVS company and the SčVK, among others, in the following basic areas:

  • the quality of drinking water
  • wastewater treatment and discharge
  • recovery of water supply and sewerage systems
  • prices for water and sewer

Requirements of the Company's Shareholders

The conditions based on the requirements of the SVS shareholders (458 cities and municipalities), which at the same time represent the interests of final customers (service customers), were discussed throughout the preparation of the BP through the Company Bodies (General Meeting, Supervisory Board, Board of Directors) and due to casual meetings (shareholder´s assets). The framework conditions were defined by the general requirements for direction and principles of the SVS's activities (missions, visions, core values and principles of activity). Specific requirements (strategic goals, indicators, strategies) are based on the requirements of the shareholders and also take into account other, especially legislative, conditions.

Goals for 2020

On the basis of the approved mission and vision, while respecting the basic principles and core values of the SVS, and on the basis of an assessment of the external and internal environment, strategic goals for the new business plan period, including indicators and benchmarks for assessing their performance, have been proposed. The following strategic goals were set for the Company's Business Plan by 2020 (actualization 06/2018):

Goal 1: Implementation of Legislative Conditions for Drinking Water and Waste Water

Goal description: Implementation of operational and investment measures to ensure the fulfillment of qualitative and quantitative requirements for the supply of drinking water according to the valid legislation. Implementation of operational and investment measures to ensure fulfillment of requirements for waste water discharge according to valid legislation.

  • Indicator 1.1: Insufficient sources of drinking water (EO)
  • Indicator 1.2: Water treatment (l / s)
  • Indicator 1.3: Sewerage installation - decommissioning (EO)
  • Indicator 1.4: Sewage treatment plants (EO, number)

Goal 2: Ensuring Property Recovery

Goal Description: Ensure the implementation of the approved renewal financing plan.

  • Indicator 2.1: Implementation of a valid PFO - Total amount of water supply recovery (%)
  • Indicator 2.2: Implementation of the valid PFO – Total amount of resources for the reconstruction of sewage systems (%)

Goal 3: Optimal Price Development for Water and Sewage and Resources to Meet the Needs

Goal description: Ensure the optimal development of water and sewer cost parameters, taking into account the real need for own financial resources and the realization of the company's core tasks while respecting the social capability of the water and sewerage tariffs.

Strategic Goal 3 is the guiding goal of a Business Plan.

  • Indicator 3.1: Socially acceptable price of water and sewage (%)
  • Indicator 3.2: Amount of rent for property lease (minimum rent, %)
  • Indicator 3.3: Amount of rent for of water property lease and amount of funds for repairs of this property (%)
  • Indicator 3.4: Amount of outstanding credits and loans (million CZK)

Goal 4: Ensure quality care for infrastructure property and services in the field of drinking water supply and drainage and wastewater treatment

Goal Description: Ensure improvement carrying of the SVS infrastructure property. Perform a check on the services provided by the operator to final customers under the operating contract and, if necessary, ensure that corrective action is taken. Continue to develop adequate infrastructure with the use of SVS contributions to municipalities and other investors.

  • Indicator 4.1: Draft provisions of the operating and service contract
  • Indicator 4.2: Co-financing and redemption amount (%)

Goal 5: Ensure the operation of water infrastructure after 2020

Goal Description: Prepare qualified evidence for decisions on optimal operation of water infrastructure after 2020 and implement this decision so that new operating conditions are introduced smoothly without problems for the SVS company, its shareholders and final consumers.

  • Indicator 5.1: Organization of quality and affordable services for the production and supply of drinking water and drainage and waste water treatment and water treatment of the SVS after the year 2020
  • Indicator 5.2: Introducing a proprietary operating model with a service element

In January 2018, the preparation of the business plan for the years 2021-2025 was started. Besides it takes into account the ongoing changes in the water supply organization in north Bohemia (the formation of a group of companies SVS – SčVK – SčS, introduction of an ownership operating model with service element).
